The hum of a gas boiler, the warmth of a stove flame – natural gas is a vital utility for countless New York City buildings. But with its convenience comes a critical responsibility: ensuring the safety and integrity of your building’s gas piping system. That’s where Local Law 152 (LL152) plays an indispensable role.
What is Local Law 152? Local Law 152 mandates the periodic inspection of gas piping systems in most NYC buildings at least once every four years. This law was enacted to prevent hazardous gas leaks, which can lead to fires, explosions, and tragic loss of life. It’s a proactive measure to safeguard our communities.
Who is Affected? Nearly all buildings in NYC are subject to LL152, with the notable exception of one- and two-family homes (Occupancy Group R-3). Even if your building doesn’t currently have active gas service but still has gas piping present, you’re required to certify that fact with the DOB.
Your Four-Year Cycle: Are You Due in 2025? The inspection schedule for LL152 is determined by your building’s Community District. For buildings located in Community Districts 2, 5, 7, 13, and 18 (in all boroughs), your gas piping system inspection and certification are due by December 31, 2025.
The Inspection: What to Expect Only a New York City Licensed Master Plumber (LMP) can perform an LL152 inspection. The LMP will thoroughly examine all exposed gas piping from the point of entry into the building, including:
- Gas meters and service lines.
- Piping in public areas, hallways, corridors.
- Mechanical and boiler rooms.
- Rooftop mechanical spaces.
- Publicly-accessible amenity areas. (Note: Piping within individual apartments is generally excluded from this specific inspection, though owners still have responsibility for maintaining safe conditions within units).
The LMP will look for signs of corrosion, leaks, improper installations, and any conditions that could compromise safety. If an unsafe condition is found, immediate action, including potentially contacting the utility for an emergency shutdown, may be required.
Reporting and Penalties: Following the inspection, a Gas Piping System Periodic Inspection Certification must be filed with the DOB within 60 days. If conditions requiring correction are identified, you’ll typically have 120 or 180 days to make the necessary repairs.
Failure to submit the required certification by your deadline can result in a civil penalty of $5,000. Ignoring uncorrected conditions can lead to even more severe consequences.
